Get the content of the " __.xml " file.
This file contains all availables infos on used licenses by Scol (executables, libraries, dependencies).

Prototype :

Return : S the content or nil if error

This file and these licenses are the Scol licenses and all licenses of Scol dependencies. They should be present in the licenses subdirectory. By default on a MS Windows system, this folder is : c:\programs files\scol voyager\licenses
